Continuing Professional Development: Rule 2700
For financial professionals, maintaining compliance with Continuing Professional Development (CPD) is essential. According to Rule 2700, CPD regulations require individuals to continuously improve their competence and remain in accordance with market standards. Penalties or suspension may result from breaking the rules.
CPD Credit Requirements
The CPD cycle runs for two years. Every two years, Approved Persons must complete:
- 10 hours of Compliance training:
- This covers ethics, regulations, and industry rules. This ensures professionals stay up to date with regulatory changes and best practices.
- 20 hours of Professional Development:
- This focuses on investment strategies, financial analysis, and portfolio management. These courses help professionals improve their skills and knowledge in areas relevant to their practice.
CPD Cycle Deadline
The CPD cycle follows a fixed two-year schedule. All CPD hours must be finished by the due date. If one fails to do so on the last business day of the first month of the subsequent cycle, they risk suspension. This means professionals must be proactive in meeting their CPD requirements well before the cycle ends to avoid penalties.
Can You Carry Forward CPD Credits?
Compliance Credits
Cannot be transferred and must be fulfilled within every cycle. Since compliance training covers current regulations, it has to be updated each cycle so that adherence to industry standards is continued.
Professional Development Credits
You may transfer a maximum of 10 hours from the final six months of the prior cycle. This permits people to pre-empt their subsequent CPD cycle if they are above the minimum threshold.
What Qualifies as CPD Activities?
The following educational activities can be undertaken by professionals to meet CPD needs:
- Virtual and in-person courses, seminars, and webinars – These must be accredited and address CPD competency requirements.
- Online training, video webcasts, and industry presentations – Many of these are offered by CIRO and other accredited providers such as Comply with Me.
- Industry conferences – Instructional sessions are considered CPD, while networking or product demonstrations are not.
- Writing educational articles or books – Creating content about compliance and investment management may count toward CPD hours.
- Teaching relevant financial courses – Instructing college, university, or industry conference courses is a valid CPD activity.
CPD Compliance & Consequences
Serious consequences can result from non-compliance with CPD standards, including:
- Suspension of certification – Missing the deadline to submit CPD hours places professionals at risk of losing their practice license.
- Penalties and fines – Dealer members who cannot guarantee that professionals complete CPD will be subject to penalties and fines.
- Reinstatement challenges – If a suspension occurs, individuals must complete additional training or pay fees in order to reclaim their status.
Course Accreditation & Approval
- CE courses must be accredited under Rule 2700 before they qualify for CPD credit.
- Professionals should check with their dealer to ensure a course complies with CPD requirements before enrollment.
- CIRO offers a list of accredited courses for each CPD cycle to ensure individuals can find approved learning opportunities.
Maximizing CPD Compliance
To avoid last-minute rushes and potential penalties, professionals need to:
- Track CPD hours early – Start fulfilling requirements at the beginning of the cycle instead of hurrying at the end.
- Verify course eligibility – Ensure all the courses taken are within CPD competency guidelines and accredited.
- Apply carry-forward rules – Where relevant, carry forward extra Professional Development credits to the next cycle.
- Stay informed – Regulatory requirements do change, making it important to stay up to date on CIRO’s latest CPD policies.
By actively managing CPD requirements, finance professionals can achieve compliance, enhance skills, and embrace the very best professional standards. For more information, go to CIRO or your dealer to determine compliance with the latest CPD guidelines.
